Liability of property owners

Property owners such as tenant-owner associations, landlords and house owners are responsible for ensuring that snow and ice do not pose a danger to people and vehicles around the property.

This entails the following:

  • Ensuring that snow and ice do not fall from the roof.
  • Sealing off the area close to their property before removing snow from rooftops to ensure the safety of people and vehicles. This should be done in a way that minimises traffic disruption.
  • Moving snow and ice from footways and cycleways towards the roadway in conjunction with snow removal from rooftops to facilitate mobility for pedestrians, cyclists and the mobility impaired.
  • Ensuring that large quantities of snow are disposed of correctly and not dumped or placed on City land.
  • Removing ice from footways caused by stormwater from downpipes.

Icicles

Property owners and tenant-owner associations are responsible for ensuring that ice and snow do not fall from rooftops. For this reason, you should contact your property owner first if you notice dangerous icicles on the property.
